I noticed some discussion about the Development plans of Hong Kong in the "Times" a week or so ago. I wonder how the Development scheme now stands? Have you any information? Will you also tell me what is the final position reached in regard to the 10-year programme and whether some of the schemes under that programme have now got under way.

1. Hong Kong has submitted proposals covering a period of 5 years at an estimated cost of £500,000 for development in the rural areas (that is the New Territories) and the further development of fisheries. These are under examination. They would absorb one-half of the C.D. & W. monies allocated to Hong Kong (£1,000,000), but, in the course of

examination here, it has been suggested, among other things, that some of the projects which are commercial in character should be financed either partly or wholly by loan money.

The "Times" article referred to building development in the urban areas of the Colony in Victoria and Kowloon and mentioned the recent visit by

Sir Patrick Abercrombie in that connection. Sir Patrick Abercrombie' is now back in this country preparing his report. The
